Mongolia's post-communist military had no realistic vision of its future. It wanted a modern air force but wasn't sure what such an air force would do, or how it would be sustained, or its aircraft maintained. Wilhelm, with the active support of Ambassador John Dinger, quickly provided a sense of purpose. He and Dinger developed a "three pillars" strategy for the country and persuaded the Mongolian military to sign on. The three pillars are:
1. Securing Mongolia's borders not against a conventional military threat from China (such security would be impossible) but against illegal border incursions, criminal activities to finance terrorism, and transnational terrorism itself, particularly by the Uighur separatists of western China. Aided by the Chechens and the broad militant Islamic network, Uighur extremists represent the future of terrorism in Central Asia.
2. Preparing the Mongolian military to play an active role in international peacekeeping, in order to raise its profile in global forums and thus provide Mongolia with diplomatic protection from its large, rapacious neighbors. The dispatch of Mongolian troops to post-Saddam Iraq elicited shrill cries of annoyance from Russia and China, but it was the first building block of this pillar.
3. Improving Mongolia's capacity to respond to natural disasters, most notably drought."

"Mongolia, with one of the world's lowest population densities, is being threatened demographically by the latest of Eurasia's great historical migrations—an urban Chinese civilization is determined to move north. China—which ruled much of Mongolia from the end of the seventeenth century until the early twentieth century, during the Manchu period—covets the oil, coal, uranium, and empty grasslands of its former possession. Given that a resurgent China has already absorbed Tibet, Macao, and Hong Kong, reabsorbing Mongolia—a country that on the map looks like a big piece of territory bitten away from China—seems almost irresistibly a part of China's geopolitical intentions."

"'Mongolia is a vast country completely surrounded by two anti-American empires, Russia and China,' S. Galsanjamts, a member of Mongolia's national-security council, told me recently. 'It is therefore a symbol of the kind of independence America wants to encourage in the world.' Today, more often than not, the United States is encouraging that sort of independence not by intervening militarily on a grand scale but, rather, by placing a few quietly effective officers in key locations around the globe. "

In formerly communist Mongolia, U.S. Army Colonel Tom Wilhelm, a fluent speaker of Russian who studied at Leningrad State University, is an adviser to the local military. With Wilhelm's help, Mongolia has reoriented its defense strategy toward international peacekeeping—as a means of gaining allies in global forums against its rapacious neighbors, Russia and China. The planned dispatch of a Mongolian contingent to help patrol postwar Iraq was the result of what one good man—in this case, Wilhelm—was able to accomplish on the ground. I recently followed him around on an inspection tour of Mongolia's Gobi Desert border with China. We slept in local military outposts, rode Bactrian camels, and spent hours in conversation with mid-level Mongolian officers over meals of horsemeat and camel's milk. It is through such activities that relationships are built and allies are gained in an era when anyplace can turn out to be strategic.

Bulag draws on a vast amount of illuminating research to argue that all Mongols are in fact confronted with a choice between a purist, racialized nationalism (which they inherited from theSoviet discourses of the past) and a more open, adaptive, and inclusive nationalism (which would accept diversity, hybridity, and multiculturalism). The book calls into question the idea of Mongolia as a homogeneous place and people, and urges that unity be sought through a country-wide acknowledgment of diversity.

As in the case of Tsedenbal, who attempted a political killing by calling his Halh co-leaders erliiz, the current hunt for bad blood is not just a matter of 'ethnic purification'. Since 1990, the bad blood hunt has been waged by the 'pure' Halh and Communists in order to discredit anybody who undermines Communist control. Enemies are called erliiz, and denigrated as the bad blood of society.

An example of the hysteria involved can be seen in Baabar's account (1992) of his encounter with a member of the Mongol Uhaan (Mongol Idea) society, a secret society in Mongolia, comprising only Halh. This quasi-Fascist group is supported by Communist hard-liners. They have a network of informants keeping a close eye on the 'ethnic' composition of the leadership. They have been bidding for Halh control of the government and state, which is now (1990-2) under the control of more diversified ethnic groups. They approach important personnel of Halh ethnic origin and attempt to recruit them into the organization. The purpose of the organization was laid bare by a secret agent who approached Baabar, who is also a central Halh: 'We should save our motherland. The entire leadership is falling into the hands of the Chinese and Buryat immigrants. In order to save our motherland from this dirt, some of us have organized a secret organization. Since we know you are a pure-blooded man of central Halh, we came trusting that you will support us.' The 'secret agent' then pointed out that President Ochirbat is a Chinese, because his stepfather is Chinese. Despite his being Mongol by birth, 'he (Ochirbat) ate Chinese food from young age, and became a Chinese through food' (see Chapter 6). The prime minister D. Byambasuren was called a Buryat immigrant. The chairman of the Mongolian Democratic Party, Bat-Uul, was said to be 'urine of Buryat immigrants'. The first deputy prime minister, Ganbold, was named a Chinese erliiz. The spread of this ideology of 'unchanging nation or race' lies behind the 'ethnic cleansing', or what the Mongolian police office called 'blood-combing', type of mentality. Herzfield writes: 'The association of blood, war, and intellect constitutes the conceptual foundation of the ideas of identity that we find ensconced in much European classification of persons. Distilled and intensified through the selective filter of a national educational system,...it rationalizes feral actions' (1992: 28)

The major finding of the report, consistent with other quantitative and qualitative studies conducted previously, is that opportunities for corruption are increasing in Mongolia at both the “petty” or administrative and “grand” or elite levels. But in spite of this fuzziness, I think it is possible to outline a list of features that are typical of what I would like to call Ur-Fascism, or Eternal Fascism. These features cannot be organized into a system; many of them contradict each other, and are also typical of other kinds of despotism or fanaticism. Someone announces to the world that he believes himself to be the best person to lead an entire nation — that rather implies an excessive regard for his own talents or achievements, does it not? I realize, of course, that you were referring to the inherent lack of empathy evidenced by both Romney and Giuliani however, I thought it worth mentioning that all the candidates meet at least half the definition of narcissistic! Deluded self-confidence is a frightening but necessary quality of the political personality. It's when that same arrogance is accompanied by a lack of empathy that otherwise innocuous narcissistic tendencies become full-fledged personality disorders!

Solzhenitsyn's Interview

SPIEGEL: How do you assess the period of Putin's governance in comparison with his predecessors Yeltsin and Gorbachev?

Solzhenitsyn: Gorbachev's administration was amazingly politically naïve, inexperienced and irresponsible towards the country. It was not governance but a thoughtless renunciation of power. The admiration of the West in return only strengthened his conviction that his approach was right. But let us be clear that it was Gorbachev, and not Yeltsin, as is now widely being claimed, who first gave freedom of speech and movement to the citizens of our country.

Yeltsin's period was characterized by a no less irresponsible attitude to people's lives, but in other ways. In his haste to have private rather than state ownership as quickly as possible, Yeltsin started a mass, multi-billion-dollar fire sale of the national patrimony. Wanting to gain the support of regional leaders, Yeltsin called directly for separatism and passed laws that encouraged and empowered the collapse of the Russian state. This, of course, deprived Russia of its historical role for which it had worked so hard, and lowered its standing in the international community. All this met with even more hearty Western applause.

Putin inherited a ransacked and bewildered country, with a poor and demoralized people. And he started to do what was possible -- a slow and gradual restoration. These efforts were not noticed, nor appreciated, immediately. In any case, one is hard pressed to find examples in history when steps by one country to restore its strength were met favorably by other governments.

Perhaps should we anticipate Putinesque leadership in Mongolia? Meanwhile Howard Zinn writes something else:

[...] we cannot depend on established authority to keep us out of war and to create economic justice, but rather that solving these problems depends on us, the citizenry, and on the great social movements we have created.

Anyway, in the end of the interview Alexander Isayevich declared that he's not afraid of death, and ready to confront it:

SPIEGEL: Are you afraid of death?

Solzhenitsyn: No, I am not afraid of death any more. When I was young the early death of my father cast a shadow over me — he died at the age of 27 — and I was afraid to die before all my literary plans came true. But between 30 and 40 years of age my attitude to death became quite calm and balanced. I feel it is a natural, but no means the final, milestone of one’s existence.

SPIEGEL: Anyhow, we wish you many years of creative life.

Solzhenitsyn: No, no. Don’t. It’s enough.
