Much of the discussion among parliamentarians, government, and civil society reflected a sense that the global economic turmoil presents Mongolia with both challenge and opportunity. Gaidar spoke of the current troubles as a "window of opportunity for reform." During the boom, Mongolia’s decision-makers dithered about reaching agreement with the big international mining firms to develop world-class copper and coal deposits that are as yet untapped. Now, the global environment for mining is much less favorable, so to some extent Mongolia missed an opportunity. But Mongolia can still reach agreements that would be highly favorable to the country once prices rise again -- as they inevitably will some day. Cleverly structured contracts can ensure that Mongolia gets a fair share of future windfalls.

The current crisis started with a burst housing bubble, which led to widespread mortgage defaults, and hence to large losses at many financial institutions. Again, talking about my geeeneraation!!!

Ben Casnocha says, "You can't generalize about Gen Y" (FYI: Gen Y is a group of people like myself, who are the "elusive young'uns born between 1985 and 1995")

Yes, Gen Y is different. We grew up online. We won't get drafted for a war. But our most profound characteristic might be our weak collective consciousness. Our individual identity is stronger and more authentic than our social one.

From the Depression through Vietnam, people the same age grew up around shared experiences. And from these common experiences definable generations were born. People consumed the culture and products directed at their age group. Their social network consisted of whoever lived on their cul-de-sac. And if they needed world news, Walter Cronkite told them.

Thanks to the Internet and globalization, we uber-connected hipsters aren't constrained by incidental factors the way our parents were. Sure, we might share a faint generational dialect with people our own age. But we're finding that a common obsession is a better predictor for a meaningful bond between two people. A lot better than the year our parents happened to have unprotected sex.

You can develop obscure passions by joining virtual, ageless communities around your interests. Love Scottish lighthouses? I guarantee that there's a community for you. Want to start a business selling indie music on MySpace? Nothing's stopping you.

All this means that it's harder than ever to generalize about generational behavior. There is no magic "millennial" dust (Facebook! Blogs! Emo!) that you can sprinkle on your marketing to make it appeal to today's youth. If you want to sell us something, you're going to have to find us. And then not treat us like aliens who parachuted to earth from the Planet Krypton.

I agree with Casnocha in every respect. But I'm somewhat ambivalent when this non-generalizing generalization comes to Mongolian Gen Y. Yes, my generation grew up in an unprecedented environment, and yes, we are relatively individualistic, comparing to our parents. But does that mean we're in the same pot with western Gen Y? If we think about it little bit more carefully, there is something truly unique about us--the radical socio-economic transition--something which the western Gen Y has no idea about--that was instrumental in shaping our world. So, in that respect, Mongolian Gen Y is consciously or unconsciously bound together by common experience. Then does that make Mongolian 20-something year olds somekind of Gen X-ish Gen Y? Or is it an argument indicates that we're an exception and we don't belong to Gen Y at all? Well, that I'm truly interested about...

When Kenya convulsed with violence after its flawed election in late December, many expressed surprise that one of Africa’s most stable countries could so quickly fall victim to ethnic hatred. But political scientists Steven Fish and Matthew Kroenig noted something else: a feeble legislature. Despite the opposition winning twice as many legislative seats as the president’s party, opposition members still took to the streets. Why? Because they wanted the only office that has any power in the country: the presidency.

In a groundbreaking new study, Fish and Kroenig rank the power of 158 national legislatures around the world, based on a survey completed by more than 700 country experts. The strength of parliaments and congresses is measured
using four groups of factors: influence over the executive (such as powers of impeachment), autonomy (such as whether the executive can dissolve parliament), vested powers (such as the power to declare war), and the capability to get things done (such as having the resources to hire staff).

They find that countries with strong legislatures are far more likely to have resilient democracies. Weak legislatures often cannot keep executives in check, especially when autocratic leaders come to power. “This decade, the great enemies of democracy are presidents,” says Fish, a professor at the University of California, Berkeley. “If you have a legislature that’s vested with the power to stand up to them, you can keep democracy on track.”

The title of world’s most powerful legislature is a tie between Italy, Germany, and, curiously, Mongolia, where the 1992 constitution created an especially healthy parliament, thanks in part to fears that China or Russia could easily manipulate a strong president. At the bottom of the list sit Burma and Somalia. The U.S. Congress is outranked by 40 other national legislatures, scoring poorly in part because its laws are not veto proof.

Fish and Kroenig believe that countries with stronger parliaments may also be less prone to civil wars and might even be more disposed to economic growth. “We haven’t yet found anything wrong with having a strong legislature,”says Fish. It may be that the best advice for any young democracy is to make sure not to build a House of cards.

Many books are screwy, a great many are dull, some are irredeemable, and there are way too many of them, probably, in the world. I hate all the fetishistic twaddle about books promoted by the chain stores and the book clubs, which make books seem as cozy and unthreatening as teacups, instead of the often disputatious and sometimes frightening things they are. I recognize that we now have many ways to convey, store, and reproduce the sorts of matter that formerly were monopolized by books. I like to think that I'm no bookworm, egghead, four-eyed paleface library rat. I often engage in activities that have no reference to the printed words. I realize that books are not the entire world, even if they sometimes seem to contain it. But I need the stupid things.

Political elites in the US, Asia and Europe are struggling to convince citizens that globalisation is not just a game that benefits the rich. If the argument is lost in any of the major world economies, the political consensus that underpins globalisation could unravel.

Growth Diagnostics for a Resource-Rich Transition Economy: The Case of Mongolia by Elena Ianchovichina and Sudarshan Gooptu

Abstract: This paper uses a growth diagnostics approach à la Hausmann, Rodrik, and Velasco (HRV) to identify the most ‘binding’ constraints to private sector growth in Mongolia – a small, low-income, mineral-rich, transition economy. The approach of applying the HRV methodology is useful in those cases where a lack of data prevents us from estimating shadow prices to identify the most ‘binding’ constraint to growth. We find that although Mongolia is not liquidity constrained and has grown rapidly in recent years, economic growth has been narrowl based. Investment has flowed mainly into a small number of firms operating in mining and construction. The low level of private investment in sectors outside mining and construction has been due to low returns – a result of costly and unreliable transportation services; lengthy and complex transit procedures, including customs and trade rules; distortionary taxes; coordination failures, at both domestic and international levels; and growing corruption. Poor financial intermediation is also a problem that has kept the cost of finance high, although lower than in previous years. Alleviating these binding constraints will ensure that Mongolia maintains the path towards sustained, broad-based
growth.

The Bank of Mongolia further tightened its monetary policy stance by raising its policy rate by 1.35 percentage points to 9.75 percent. The Bank of Mongolia defines 7-day Central Bank Bill rate as its policy rate which tends to be effective in influencing interbank money market. [...] An increase in the policy rate of 1.35 percentage points is deemed to be necessary to bring CPI inflation down, to reduce the growth of credit and monetary aggregates.
